Explaining Lindsay Graham

 He knows there is no way a federal abortion ban will be passed. It would be outright political suicide. 

What does he want/why is he doing this?

Because he wants to be President. 

And he's gambling that Trump will pick him as Vice President because he knows that his "total federal abortion ban" will appeal to the mouth-breathing troglodytes that make up the MAGA-wing of the GOP.
